Anyone who provided access to the dashboard is considered a manager. You can control this access by going to the Settings > Team section. You only pay for users who access this dashboard ( and not for your entire monday account )
A team member in your workspace who is assigned on an item in the dashboard is counted as an assignee. Each plan has a limit on the number of assignees it supports.
